Materials Review and Content Analysis
1. Purpose
This document records the review and assessment of the source training materials for the adaptation of the instructor-led Child-Friendly Policing and Witness Care Management programme into an interactive, self-paced online course, as required under Deliverable 1 of contract 43461989. It analyses the source content, identifies what converts directly to self-paced delivery and what requires redesign, and sets out the consolidation into the eight-module online course structure presented in the accompanying Course Outline.

3. Analysis: fitness for self-paced delivery
3.1 What converts directly
- Concept and framework teaching (definitions, legal and ethical obligations, risk frameworks, developmental stages): converts to narrated, illustrated content screens with formative knowledge checks.
- Practitioner tools (the risk identification, documentation, safety planning, red-flag, disclosure response and safe environment checklists): convert to in-course document previews with printable, downloadable versions retained as job aids.
- Assessment model (scenario-based decisions, knowledge test, 80% pass threshold, awareness-level certificate with the specialist-practice disclaimer): maps directly to the online assessment engine and completion rules.
3.2 What requires redesign
- Group role-play and facilitated discussion: redesigned as interactive branching scenarios in which the learner makes decisions and sees consequences (demonstrated by the Maya scenario in the sample module).
- Facilitator-led questioning: redesigned as inline interactions (sorting exercises, open-vs-leading question checks, reveal cards) with immediate corrective feedback.
- Live narration and discussion pacing: replaced by per-screen professional narration with synchronised captions and learner-controlled pacing.
3.3 Sensitivities and safeguards
- Content concerning children who disclose abuse must avoid distressing imagery and use calm, non-literal illustration. This standard is applied in the sample module and will govern all artwork.
- The certification safeguard is contractual content: completion confers foundational awareness only and does not qualify participants to conduct specialist child forensic interviews or independently manage high-risk safeguarding cases. This language appears on the completion screen and certificate of every programme output.
- Module 5 explicitly does not teach forensic interviewing; the online adaptation preserves this clarification as a dedicated screen.
4. Consolidation into eight modules
The source materials comprise eleven module structures across two programmes, with deliberate overlap (trauma appears in both programmes; legal and ethical duties appear in both). For a single eight-module online course matching the instructor-led programme's shape, the overlapping content is merged as follows:

Rationale: the merge removes duplicate teaching rather than content; every topic, tool and learning outcome in the source materials is carried into exactly one module. The full per-module treatment is set out in the Course Outline document.
5. Gaps and decisions requiring confirmation
- Final wording of all modules is subject to subject-matter-expert review and sign-off prior to production release; the sample module's copy is a working draft.
- Any jurisdiction-specific legal references (mandatory reporting duties by territory) will be presented at awareness level with guidance to consult local frameworks, unless UNICEF directs territory-specific treatment.
- Photographic or illustrated depiction standards follow the representation requirements of the ToR (diverse, non-stereotypical, Eastern Caribbean context).
